What is a Certificate of Identity? |
A: |
Certificate of Identity is normally issued to Tibetan Refugees residing in India, from the Regional Passport Office, Delhi (RPO Delhi) on recommendation by the Bureau of His Holiness the Dalai Lama (HHDL), New Delhi.
In addition to Tibetan refugees, Stateless people residing in India may also apply for Certificate of Identity at the Passport Office within whose jurisdiction they are currently residing.
Certificate of Identity issuance is subject to clearance by Ministry of External Affairs (PSP Division). |

Tibetan Refugees residing in India need to apply at RPO Delhi.

No, the holder of Certificate of Identity who desire to get their Certificate of Identity re-issued on final expiry (10 years), should return before the expiry of Certificate of Identity to India and apply at RPO Delhi. |

I am a student pursuing full time regular course in a University outside India. Do I have to travel back to India to get my Certificate of Identity re-issued? |

No, the Tibetan Refugees pursuing full time regular courses at recognized foreign Universities can submit their application for re-issue of Certificate of Identity at respective Indian Mission/Post in that country. |
