How to file RTI Application with PSP division of the Ministry of External Affairs or the Passport Offices
Introduction

Any citizen of India who desires to obtain any information under the Right to Information Act, 2005 may make a request to the Chief Public Information Officer, PSP Division, Ministry of External Affairs in writing or through electronic means https://rtionline.gov.in.

Application Fee

In accordance with the directive given in the Gazette notification issued by Department of Personnel & Training Ministry of Personnel, Public Grievances and Pension, Government of India vide no. 34012/8(s)/2005 Estt -B dated 16.09.2005 the application for obtaining information under subsection (1) of Section 6 must be accompanied by prescribed application fee. At present the application fee is Rs. 10/-.
Mode of payment: For applications submitted in writing at the PSP Division, Patiala House, New Delhi, the Application Fee can be paid in cash or by Demand Draft/ Banker's Cheque/ Indian Postal Order drawn in favour of the Accounts Officer, Ministry of External Affairs, payable at New Delhi.
For applications submitted in writing at Regional Passport Offices, the Application Fee can be paid in cash or by Demand Draft/ Banker's Cheque/ Indian Postal Order drawn in favour of the Passport Officer (of the concerned Passport Office), payable at the place where Passport Office is situated.
For applications submitted online through the RTI Online Portal (https://rtionline.gov.in), application fee is to be paid online using Internet Banking/Credit/Debit Card/Other payment facilities available on the RTI Online Portal.
Persons who belong to BPL category are not required to pay the application fee provided necessary documents are produced in support of their claim.

Additional Fee

In accordance to directives given in the above mentioned Gazette Notification dated 16/09/2005, for providing the information under sub-section (1) and (5) of Section 7, an additional fee shall be charged to cover the additional expenditures required to provide the information sought by the applicant.
At present, the applicable rates, which are subject to change from time to time, are given as under:
Providing Information under Sub-section (1) of Section 7

  • For each page (in A-4 or A-3 size paper) created or copied Rs. 2/-per page
  • For a copy in larger size paper Actual charge or cost price
  • For samples or models Actual cost or price
  • For inspection of records No fee for the first hour; Rs.5/hr. thereafter

Providing Information Under sub-section (5) of Section 7

  • For information provided in diskette or floppy Rs. 50/-(Rupees fifty only) per diskette or floppy
  • For information provided in printed fonn. At the price fixed for such publication or Rs.2/per page of photocopy for extracts from the publication. The mode of payment of above mentioned additional fees shall be the same as application fee.
    In case additional fee is required to provide the information sought by the applicant, the applicant shall be informed of the additional fees to be deposited by him/her, and the information shall be furnished after the required application fees is deposited by the applicant. The mode of payment of above mentioned additional fees shall be the same as the application fee.
Appeal

In case the applicant does not receive a decision within the time specified in Sub-section (l) or Clause (a) of Sub-section (3) of Section 7, or is aggrieved by a decision of the PIO, may within thirty days from the receipt of such a decision, prefer an appeal to the Departmental Appellate Authority.
